Jack Opiola brings 36+ years’ of experience specializing in transportation and business planning projects. Jack was appointed to his position with the DOT Federal Highways Administration (FHWA) based on his knowledge and expertise in revenue generation and sustainable transportation strategies. Jack gained this experience through national and international work in road pricing programs, strategic studies, technology research, electronic road pricing/travel demand management, and toll/revenue collection systems for the transport and car park markets. Jack helped pioneer the concept of replacing fuel excise and gas/petrol taxes with a distance-based charging system starting in 2003 until the present. Jack has served as the key policy and project consultant to national and state systems worldwide.
