The move aims to enhance tolling efficiency and transparency on India’s extensive highway network. The GNSS-based system will integrate with the country’s existing FASTag ecosystem (see video below), initially employing a hybrid model where both RFID-based and GNSS-based toll collection systems operate simultaneously.

According to NHAI, this approach will facilitate a smoother transition and ensure continuity in toll operations during the implementation phase. A spokesperson from India’s Ministry of Road Transport and Highways highlighted the benefits of the new system: “The GNSS-based electronic toll collection will provide a seamless and barrier-free tolling experience, significantly reducing congestion at toll plazas and allowing for distance-based tolling.

“This means users will only pay for the exact stretch of highway they travel on, making tolling more fair and efficient.” The Indian Highways Management Company (IHMC), promoted by NHAI, is spearheading the project and aims to identify innovative and experienced companies worldwide capable of developing the necessary software and systems. The EOI outlines the requirement for a robust, scalable, and efficient toll charger software that will form the backbone of the GNSS-based system.

In addition to enhancing user experience, the GNSS-based system is expected to significantly reduce revenue leakages and curb toll evasion, ensuring more efficient toll collection. The hybrid model will initially see dedicated GNSS lanes at toll plazas, allowing vehicles equipped with GNSS-based ETC to pass through freely. As the adoption of GNSS-based ETC becomes widespread, all lanes will eventually transition to the system​.

According to NHAI, the system’s implementation aligns with global best practices, bringing India closer to international standards in highway management​. The deadline for interested companies to submit their expressions of interest is 3pm (IST) on 22 July 2024.
