Vitronic wins RDW tender to supply observation service for Dutch truck toll

RDW – the Netherlands Vehicle Authority – has awarded Vitronic a contract for the supply of an observation service for the country’s forthcoming truck toll.

Having won a European tender process, Vitronic will now supply and install observation equipment, software and data processing to enable RDW to check if trucks comply with toll regulations. Vitronic will also provide all related services to RDW for a period of at least 10 years.

RDW operations director Zeger Baelde said: “Following a thorough evaluation, we chose Vitronic. It’s crucial that we depend on reliable technology, and we are confident that Vitronic is the right partner for this.” From 2026, when the toll is implemented, all trucks operating within the Netherlands must be equipped with functioning on-board units (OBUs).

The OBUs will record the kilometres driven on tolled roads whilst the toll rate will be lower for trucks with lower emissions. Upon implementation of the truck toll, motor vehicle taxes will be significantly reduced and the Eurovignette will be discontinued. The net proceeds from the levy will be allocated to subsidies for road transport. To ensure proper usage, Vitronic’s equipment will be used to verify that passing trucks have operational OBUs.

The process involves using ANPR cameras to recognise license plates, DSRC antennas to read the settings of the OBUs, and image recognition software to identify trucks. In addition to supplying all necessary equipment, Vitronic will also be responsible for its installation. This will take place on 61 gantries already positioned above roads within the established charging network.

Additionally, to ensure trucks comply with regulations outside this network, Vitronic will provide and operate around 30 mobile cameras for inspections at various locations throughout the Netherlands.
